Multiple users, passwords and locking

I may have to make a database soon that will have different users, i have an idea but would like to know what people think if it is possible.

To start there will be a drop down box with different catagories like admin , inputter ... etc. and a password (will look for password starring.) and what you put will open up a different front end.

But is there a way to lock the database to not allow lower level user to close there window and access higher level user forms.

I set up a database on the network with user level security set. The password works fine when you access it from the desktop shortcut. The problem is you can also access it when you bring up the application from the start menu, but its no security. Can anyone please assist me with this beginners issue?
