What I do is have shared borders on some pages.
On the other pages I create a shared template, which is really a table with two columns and two rows
i.e.
========================================================
|
========================================================
|
| Specific data for this page goes in this cell.
|
| The top and sides are saved as common template.
| Use the include page option.
What you need to do is create subwebs under the existing web (the easy way is just to create a folder under the existing web. In View Folders, right click on the folder and change it to convert web). Then you can use different shared borders. Just remember one important detail: If you change a link that's common on any of the pages or a copyright date, make sure you change it in the subwebs, too! It's easy to forget.

I tried following your suggestion above - but I get the following error when I convert the new folder to a web:

Server Error: Unable to create a disk-based web at c:\(path of new folder) because its parent web would not be a disk-based web. Create the disk based web elsewhere, outside of your web server's document hierarchy.
I'm not entirely sure of what I need to do here. Any help would be appreciated.
