Multiple connections per IP Address

I have a serious problem when it comes to our new parent company connecting to our VPN. They use a DHCP network and have around 250 computers on site. At the moment, only one user can log into our VPN at a time from that network. They have only 1 WAN address, so do we. This obviously then connects to our Router and then goes to the Windows 2003 server which is on a static network. If someone else from the same network tries to connect. The 'verifying username and password' window will hang and then eventually cut off. My question is how can i get multiple users to connect to our network? Any suggestions. Thanks
 
The other users need to be added to the VPN access group.

Example, on my network I have a user group in Active Directory called Mobile Users and anyone I add to this group is able to use the VPN.

I would open up Active Directory and compare the users accounts that need VPN access with the account that does have VPN access.
