Multiple alternate recipients

We have a CEO who's a bit on the...um..."paranoid" side and likes to have access to all incoming and outgoing mail. Up 'til now we've just created a recipient called "readmail" and inserted this as the alternate recipient in all users' properties pages for delivery options.

My problem is that we now need to forward all users' mail to an external SMTP address, but the CEO still wants to maintain his "control". Deploying rules on everyone's Outlook client isn't an option for forwarding. Any
suggestions? All help is greatly appreciated.
