Multilingual application

I'd like to develop a multilingual application and I find no subject about. Are there some web sites or documentation that help me do begin ?

I know 2 ways :
- One resource file with choice of the language in the properties (double dialogs and ids in StringTables)
- One resource file per language. It'll be more optimized but harder for the developement.

If someone has an idea.
 
Some problems you might like to consider

1) Do you wish to support just languages that read from left to right or those that read from right to left as well.

2) Arabic is particularly interesting: I once had to do an Arabic word processor where the numbers were typed in the Western way: not the Arabic way. Really confusing

3) There is a third way for multilingual applications that is used by X windows. They have one 'resource' file per language but this is a text file that can be easily edited. You basically create your own string table. The advantages are
a) There is only 1 copy of the object code
b) Any spelling/mistranslations can be easily corrected
