I have paetec giving me a pri handoff at 4 locations, with no data conection. all calls will go thru pri including inter-office. they will do a dial plan in the cisco's. will I lose features of scn and centralized v/m this way? they said it all works the same just to point everything towards the pri. are they right or wrong?

Wrong SCN needs a data connection to function properly!!

It does need a data connection work, but you can create dial up data connections using services to access the isdn.
