I think you have some program running in the background like a printer manager.
So close those programs down which are usually in the Run key in the registry.
Have you tried updating the computer where you are intstalling to with the lastest Windows service pack.
That should cure your problem also.
Or, just do not include this file. Your program should still work (at least for this file).
But try the update first, or use MS Visual installer.
I had the same problem when installing with innosetup. When visiting their news group, I was told that msvcrt.dll is always busy, so a restart is needed.
