Anyone know where I can find the roles and responsibilities of key individuals (development team lead, development project lead, development manager, developer, project manager, QA lead, ect...) within MSF project methodoligy clearly defined (looking for responsibility within each phase...envisioning, planning, developing, stabilizing)? Thank you.

BSMAC,
Roles and Responsibilities, in any methodology, are generally agreed between the parties. You may have a "starting point", the the whole point of a Roles & Responsibilties exercies is to identify what roles are required, and what each role will take on as a responsibility. Remember as well, the difference between these two: One is doing, the other is ownership.
I would also keep in mind the difference between Accountable and Responsible, and make sure that the teams you are working with understand the difference.

Another consideration is that you have certain ROLES which need to be filled. Sometimes, a person can fill more than one role. I have, on smaller projects, been Project Leader, Data Modeler, and Testing Manager.

By the same token, sometimes a role requires more than one person to meet a deadline (two developers, or three testers).

Thanks for the responses.

MSF does define the responsibilities for high-level roles within a project, such as product management, program management, development, test, ect... I was hoping that MSF or a whitepaper would define the responsibilities within a subset of the high-level roles. For example within development there are multiple roles, what are their responsibilities as defined by MSF?

I am aware of the difference between responsibility and accountability. I am looking for the role that would be "responsible" for executing specific tasks within the phases of the plan as defined by MSF. In my eyes, all stakeholders are "accountable" to some degree for the success of a plan, whether it be on a micro (execution of a task) or macro (project management) level.

Based on your responses I assume MSF does not define the responsibilities of these roles... Is anyone aware of any documentation which defines "best practice"?

Thanks in advance for your knowledgable advise and feedback.

I'd suggest you have a look at PRINCE2
