W2k has a full service tools to able you to do what you want.
But use a little gem of a programme called RegCleaner.
It does what you want and a lot more.

I just edit startup folder and registry manually.
The following key is where most of your programs are set to start. Just make sure you don't delete something you need!

Yep I upgraded from win98, thx for all the help everyone, I have got it and stopped the hundreds of useless time consuming programs from loading everytime I boot up
