It is possible to use controls like this one with Office in a machine with the VB6 development package installed. It is not recommended or supported however, and can't legally be deployed to other systems.
In the past the answer was to acquire an Office Developer Edition for the Office version you were using. After Office XP (2002) this is no longer an option.
Now you need to get the appropriate VSTO/VSTA development kit that corresponds to Office 2003 or 2007. But these do not include development licenses for the licensed Microsoft ActiveX controls.
Thus there appears to be no legal way to use such controls in an Access application after Access 2002. Note that finding a hack that makes it work doesn't make it legal.
