MS Word Custom Labels Paper Size

I have been trying for the last 2 weeks to create custom labels in Microsoft Word. I know how to create the label size I want but I cannot get the proper page size. I have tried setting up the page size in File/Page Setup but when I go under labels to choose a page size that will work, the only one close (B4 JIS 25.7cm X 36.4cm) is all I have. All other paper sizes are not close to what I want. How do I customize the paper size while working in labels to be a legal size lenth of 14"?

I am using Word XP.

Are you using mail merge to create these lables or you are using the Envelopes and Lables . And what size lables are you trying to create?

If it does not work the way you want, create your labels first, generate them and adjust the paper size afterwards.
Are you using some special labels that differ from the standard paper sizes maybe?
Otherwise, give us some details on those lables, brand, type, size...
