MS Outlook 2003 send/recieve issues

I have a user that cannot send or recieve e-mail's unless they physically click on the send/recieve button.

If a new e-mail, reply, or forward is created the e-mail just sits in the Outbox until the send/recieve button is clicked.

Does anyone know how to correct this issue?

I need my user to be able to send and recieve e-mail's automatically.

Any suggestions that can be offered are greatly appreciated.

A good start would be to have the user click on File, let it expand out and make sure that Work Offline has not accidentally been checked.
