Error on first run of Office Outlook 2003

MS Outlook 2003 ERROR
Cannot connect to the citrix Metaframe server.
The citrix Metaframe server is not available, please try again later.

If you click ok, and then try again, it works?????

Any Ideas on what causes this error?
