MS Access Picture Help

How do I select 'send to back' or 'bring to front' for pictures and graphics in MS Access like in MS Word, Powerpoint, etc? I know I can set text box transparencies etc. but my pictures still display in front of them and block them out on my report. I have a blue box with rounded corners that I've imported and want to display behind the text boxes, etc.
I've reset my toolbar commands and still don't see the 'drawing' toolbar like in the other programs.
Any ideas?
 
Never mind! I'm an idiot.
All I needed to do was click the picture, click 'Format' and then 'Send to Back'.
Sorry for the trouble....
