There are COM libraries that will read the MP3 ID3 tags.
Here's one I googled for:
Once you have the COM component, register it via regsvr32.exe, then in Access do: CTRL-G, go to Tools->References, and add the reference to the ID3 library.
Learning how to actually use it is up to you.
