Mozilla won't start

I'm running red hat 9 on my box and for some reason I'm having trouble getting mozilla to run. When I click on the icon or run the command from bash it acts like its starting it for a second and then it never does. Its not that its taking too long it just doesn't start sometimes. I thought it was maybe a problem with the installation that I had so I downloaded the new version of firebird and it still doesn't work. Its not a path problem or a problem with the icon. Any suggestions, anyone with a similar problem?
 
Is it loaded into memory?

[root@Valens etc]# ps -ef|grep mozilla
root 21732 1 17 13:38 ? 00:00:09 /usr/lib/mozilla-1.2.1/mozilla-bin -UILocale en-US
root 21797 1790 0 13:39 pts/0 00:00:00 grep mozilla

Note the flags : mozilla-bin -UILocate en-US
This works for me, but if you change the US to UK or ZA, nothing happens.
Maybe it's the same for you. What locale settings do you have?
 
No, the program is not loaded into memory. It just doesn't start.
