Never do this! Just uninstall and reinstall Arcserve on the
new computer. If needed for restore, just merge the tapes you need. It's much easier and it's safest way to do it!
I have tryed to copy the ARCserve 6.5 EE (Enterprise Edition) database to a new ARCserve 6.5 EE installation and then i will presume that you also can do it to another server.
Install ARCserve on the new server, but don't start ARCserve services yet. Rename the database folder and copy the database folder from your existing ARCserve installation to the new server.
Start all ARCserve services and your ARCserve will run with the old database, just the way it did. I haven't had any problems according to the database, after doing that. But remember I have only done it on ARCserve 6.5 EE.
A good idea must be to test it first, but keep the old database for a while.
