The only way to do it is to copy the access list into a test editor like notepad, delete the ACL from the PIX, re-arrange the statements in notepad and then paste it back into the PIX and then "wr mem".
Remember that when you add a line to an ACL on the PIX it appears at the bottom of the list. It's a bummer, I know, but that's just the way it goes!

Just a pointer - if there is reference to the access-list that you are removing anywhere else in the config - it will also be removed!!! (Found out during access-list ammending!!)
i.e nat statements, cryptomap statements etc.
