Moving Office 2003 Pro Action Pack Licences?

We have recently had to decommision a number of old machines with Action Pack licences for Office Pro and XP Pro on them. Now to avoid having to pay for new licences i would like to move licences from the now decommsioned PC's to the new PC's.
I can get any info from Microsoft on how to do this (Hmmm i wonder why.........) so can anyone help me here?

I have all the relevent licence keys for the software that is no longer in use, can i just send them to MS for 'unblocking'?

As fas as I know the licenses are not blocked, but you need to activate them.

Should the activation fail because of possible "overuse of number of instalations" then just call Microsoft at that stage to have the software activated.

and yes I do have Microsoft Action Pack licenses.

Yes "overuse of number of instalations" is the problem, i will just contact MS then.
