Mouse Scrolling

How can I implement the mousewheel without it scrolling through records, but simply scrolling the page/form(up/down)...

I found a sample code to disable the scrolling..

However, i wish to use the mousewheel, but i do not want it to scroll through the records, just the page..

Can anyone help?
