Check the Control Panel/ Mouse/ Pointers/ Customize, look at what is listed for "Text Select", that is what you should see as a "Pointer" inside a Text Document.
You could try Customizing it, or using the "Use Default" button to see if that fixes your problem.
Have you tried a different Mouse? Are there any better drivers for the current rodent?
