Motorola TS-524 VDSL - PBX unable to break dialtone

Hi, Recently replaced an older Mitel phone system. Previous setup customer had lost vmail and cards were starting to die on a regular basis. Replaced with a ComXchange system using gateways (ATA) as the analog side of the system. The hotel has a Motorola TS-524 which rides over a selection of ports to enable VDSL to guest rooms. This worked fine with the older Mitel but new system not so good. We are unable to break the dial tone. Work around was to disconnect the dialtone from those rooms and use second pair for dialtone still going thru the Wireless Access point in that room. L1 for DSL and Line 2 for guest room phone.
The other option we had was to dial pulse, this worked every time but, not all, majority of room phones did not have this option and this would also have had and affect with guests calling services that needed DTMF tones. Does anyone have experience in this scenario. Maybe there are levels that could be set in the motorola unit. Could be lowered!!! The support for this product (Motorola) they have is very minimal technically. Spoke to a couple of them and was not the easiest of discussions so gave up on them. Any information would be greatly appreciated. Thanks in advance.
 
Old Phone Guy Here: Can't break dial tone years ago was fixed by swapping tip for ring.

Did you swap tip/ring on the station side, or on the voicemail side?
