Motherboard bad?

I purchased a new mobo:
CHAINTECH NVIDIA nForce4 Ultra Chipset Motherboard For AMD Socket 939 CPU, Model "VNF4/Ultra"
A new CPU:
Athlon 64 3000+
New memory:
Kingmax SuperRAM Series Dual Channel Kit 184-Pin 1GB(512MBx2) DDR PC-3200, Model MPXD42D-2
A new (just to get by) video card:
ATI (Connect3D) Radeon X300 SE 128MB DDR/PCI-E/TV-Out/DVI
And purchased a new PCU for the 24 pin mobo power connector.

When I turn on the PCU and start the pwr button on the computer, the fan on the CPU starts, I get a whirl from the harddrive and it stops, all the case fans are going, etc.
But, no signal to the monitor.
I switched the video card with a old PCI card I had and still no video signal.
When turning on the computer I get no beep from the mobo case speaker that usually beeps when you turn on the computer.
Is there a way I can find out if it's the motherboard by some tests done here, or should I take it to a computer place and have them do a test on it, or RMA it back to NewEgg.
By what I described, does it sound like a motherboard issue?

Remove the mobo and set it on an insulated surface (the box it came in). Hook up power supply, CPU (with cooler), video, and one stick of mem. This is a known monitor? Start with a small screwdriver on the Power Button pins on the mobo. This should at least give you an boot error on the screen. If nothing, well you have the mobo out for RMA.
 
have you plugged in the cpu power leads? They are seperate from the mobo power leads...

Be sure that the CMOS jumper is in the right place. Take a look at the manual for it. If it is in the ClearCMOS posittion change it back.
If it is in the right place then put it in ClearCMOS position , press the pwr button, and put it back again.

And be sure that the small cables from the case you have are in the right place too(expept the position, meaning the clips facing).

The pci graphic card that you tried is it pci express ?

Although sock 939 came to replace 754 that your cpu has, maybe something went wrong and there are not that compatible.

I really don't understand about CPU power leads? There are no leads comming off the CPU, nor in the area. The only leads near there are the cpu fan leads. Am I misunderstanding?

I check the CMOS jumpers and they were fine, I also cleared the CMOS to see if that was the problem.
The graphics card is PCI Express. But I also tried using a old PCI I had around to see if it would work, it didn't either. All the case leads are in the correct position. My CPU is a 939 pin as is the motherboard.

To me it looks like a motherboard issue. Write back if you have any other assistance.

I never hooked up the 4 pin CPU power to the board. Took it in to get a diagnostic test ($65) everything is great on it. But threw away the $65 I guess. Oh well, at least I know everything else is allright. In the past mobo's I've had they never had a CPU power connector. Now I know.

yep, it took me about a day to figure out there's a 4pin cpu plug when I first had that "problem"...
