Monitoring Tool, what to use ???

Can anyone give a suggestion on a good network monitoring tool, I've been using Sniffer for a while, but this is not what we need, we need a more proactive tool, kind of combination o what Sniffer does and something that allows you to browse the entire network and see details (i.e. Response times, traffic usage, common problems, see DNS and WINS)
