Monitoring Email Accounts of my Users

Running Exchange 2k on Win2k. Users all have Outlook2002. I need to be able to monitor everyone's emails incoming more importantly outgoing. is there a way to do this easier than creating a rule wizard on everyones pc that automatically does a CC on every piece of mail then send out.

How deep do you need to monitor? Do you just want to peek in every now and then if there are problem employees or do you want to log each email sent and received?
