is there anyway for a manager (or anyone) to monitor e-mails sent by a user in exchange 2000? thanks.

That manager can be given access to the user in question's mailbox so that it can be opened on the manager's machine.

like set the manager up with full privelages over the mailbox? i should also note that the managers machine is running windows98se with outlook 2000, so it's hard for outlook to be set up with both the manager's e-mail and the user in question's e-mail.

You can give the manager full mailbox permission, then in outlook on the Manager's PC, go to Tools -> Accounts, double-click exchange server and on one of the tabs there (I have XP in front of me so I don't remember the name) you can open additional mailboxes.
