Monitor Shimmer

Our Dell monitor screen shimmies (a pixel wiggle?) when the computer is booted and the Windows 98 logo comes on. Only that Windows 98 logo screen -- the previous and subsequent screens are okay. Is this a glitch that will turn into a problem? Should we activate our warrantee? I switched CPUs, so it is the monitor.
 
Your monitor is probably suspectable to interference at a particular frequency, either from the power line or external radiation from some other closeby equipment. I wouldn't worry about too much - it most likely won't get any worse.
 
What you are describing sounds like a refresh rate issue, and is not really anything to worry about. You wouldn't notice it when the computer initially boots and once you are in windows you get a decent refresh rate, during the boot however it is probably only 59/60hz (very visible).
