I've had this problem now, gradually getting worse over a period of a few months.

I have a eView (emachines) CRT monitor a couple of years old. When I turn it on, the top part of the monitor flickers, totally distorted.

It's hard to explain. There are horizontal bars that "stretch" the display on top and move up and down. Note this is only on the top quarter of the monitor; the rest of the display is clear.

This flickering presists for about ten minutes after turning-on the monitor. Afterwards, the monitor works fine unless it goes into stand=by or I turn it off for a while.

All my speakers are magnetically shielded and there are no electrical wires in sight. The PC is positioned a meter or two away from the monitor. Also, there is no over-heating and the monitor is well ventilated. The problem presists regarless of monitoring positioning and/or with another video card.

Any help would be greatly appreciated as this problem is very annoying.

Make sure all cables are securely connected.
If ok, then the monitor is probably failing.

I actually posted this in a more recent topic about a monitor "jumping". The first thing I listed is your most likely cause. What you are experiencing is most likely a chip inside of the CRT that is starting to fail. It starts at the top and soon you will see it start at the bottom as well. Over a period of about 2 month (depending on heat) it will finally just "POP" and then a bright white line will appear across the middle of your monitor. Below is the quote from the other post.

1. Monitor overheating. Make sure the airflow around the monitor is good. If there are photos / paper on top of the moitor remove them. If it turns out that airflow / overheating was your problem you may need a new monitor because once a monitor starts jumping because of this it is usually shot. ((Not always though so try and get it a good amount air around the back of the monitor. I have had 3 monitors "POP" because of bad airflow and all of them started with the jumping))
