Monitor command, create before or after port is active?

I have the following because the boss told me to do it this way:

Three stacks each monitoring configured for vlan traffic, rx only, destination to one port. The monitor commands are configured.

These ports are going to be connected to a standalone switch. They will be monitoring rx only to a destination port on the standalone switch.

My question is - do I configure the monitor commands on the standalone switch before or after I plug in the cable?
