Modify Toolbars

I know how to modify the toolbar menu options, but I am confused on the settings. When I remove most of the commands that I do not want the common user to have access to, it removes the commands for all users. For instance, I am listed as Admin with full access. I thought I would be able to have all the options that I removed from the Menu bar. The only way that I have found to get them back is to restore to defaults. Then I have to remove the options all over again.

What is the best way to remove Menu Bar options for the common user, but have them available for Admin users?
 
You could create custom menu bars for each security level and then programmatically have Access display the appropriate one.
