Modem not initializing in Windows XP

A new winmodem in a newly built PC running Windows XP will not pick up the line. I've tried 3 different modems... 2 new and one that was currently working on a Win2000 PC. They are detected and installed successfully by XP. There are no conflicts. Query Modem returns proper feedback and displays no errors. I get a dial-tone through the phone jack on the modem, but the modem errors out with "No connection possible due to a problem with the remote PC's modem." When I listen in on the line, the modem never attempts to pick up the line or dial. I've tried the modem on 3 different PCI slots and different COM Ports. I've tried both generic and name-brand drivers for each modem (2 Lucents and 1 Conexant). I'm also unable to dial out via HyperTerminal to any phone number.
Anyone else having this issue?
 
I am also having same problem, I have installed XP and tried with different drivers. It seems it can recongnise the modem, when I use query modem it's responding properly,but when I dial it's not pickingup the line.
can anyone can help me on this problem!

** LUCENT WinModems do NOT work in XP consistently. I won't say NEVER because I'll have somebody say they use theirs, etc.

I will NOT use Lucent WinModems with Windows XP.

Support both K56flex and ITU V.90

XP Compatible ...... I guarantee it. That is what I use.
(not to say you havn't other problems, but the modem won't be the problem)

Other choice: Hardware modem with Rockwell chipset
