MMC and install with elevated privileges

I have a question/problem regarding the MMC program. Most of my PC's (XP-PRO) are running SP2 (which runs MMC version 2). I have a new PC with SP3 (and MMC version 3). I have an application that I run MMC, add the "Group Policy" and then go into Local Computer Policy,Computer Configuration, Admin Templates, Windows Components, and Windows Installer. I need to 'enable' "Install with elevated privileges" option. This option is included with MMC version 2, but NOT on MMC version 3. Does someone know if there is an equivilent option on MMC version 3? Or what I may need to do?

When I run MMC with SP3, I only get options Search, Windows Media Player, and Windows Update under the Windows Components of MMC.

When you run MMC and then under help is it showing version 2 or 3?

I reviewed your jpg screen shot and it looks like you have a Windows Installer option off the Windows component. All I have off the Windows Component is Search, Windows Media Player, and Windows Update. I do not have the Windows Installer folder.
 
Mine is just the plain old default template for Group Policy, if you are on a Domain, maybe they are using a special Admin Template etc., so it might be something you'll have to check with the Domain Admin?
 
I have the options I need!

In the MMC program I needed to

1 - right click on “Administrative Templates”
2 - Add/Remove Templates
3 – select system template and add
