Mlutiple level facts help

Have a fact table i'm building that 95% of the facts roll up from the lowest level, but I have a few facts that can not be obtained the the lowest level. For example I have System and Sub System dimensions. All facts are at the Sub System level and roll up to the System. However, I have a few rare facts that are only avaible at the System Level. Past designs we have added a fact record for the system and added the fact, this way when we build a cube we can have all of the data in one spot. Is this ok and if not how should this handled?

I assume System and SubSystem are in a single dimension called System. For each System, add a dimension member for "No SubSystem." Connect your facts at the System level to these.
