This depends on what permissions you have set on the directory and the command. If you check these you'll be able to work out who can run MKSYSB and who can't.
the command is executable only by root. During the execution of the command, at least one file is written to / (although this behavior can be changed, I believe), and only root can write to the / directory. I would not change permissions on this executable or on the / directory.
If you need someone else besides root to be able to do a mksysb (like an operations person), I would recommend installing and configuring sudo.
You also could script it and schedule it through cron.
