Mitel sx200ax install

I have a Mitel sx 200ax to install. when I put the install flash card in slot 1 and the software in slot 2
the system loads and comes up and I am able to log in but the boot parameter changes to "ata=noauto". So when I shutdown the system and remove the install flash card from slot 1 and move the software flash card from slot 2 to slot 1 and restart the system it will not load. I tried changing the boot parameter to "ata=auto" but that did not help. Any help would be greatly appreciated

• The Flash in site 1 is used for upgrading/installing the software and
performs basically the same functionality as the front Flash on the
CX/CXi/MX controllers. The Main Controller card for the AX is shipped
without a Flash Card in site 1. You can use a 256 MB Flash Card to
upgrade the software.
• The Flash in site 2 hosts the system files, partitions and voice mail
storage. The Main Controller is shipped with a 4 GB Flash Card in
