i agree - helps to know from the start what you are using
most likely they are device only extensions and are waiting for a real user to log into them
other than that i can only think they might have been pin locked - havent used that for so long , i cant remember whether that shows anything on the screen

Phone with LOCKED on display means the phone service is IP Phone Only.
This can mean two things -
1) Phone is set for hotdesking in the Class of Service. You will need to login as a Hotdesk user
2) The phone's Service Level is set as a Multi-device Service Level assigned to it and you have not associated the phone to a MDUG (multi device User Group).
