Mitel 470 dial out issue

I have a customer that is using a Mitel 470 in their small motel/hotel. There are 2 IP phones and around 30 room phones. The room phones are analog phones with programmable buttons on the bottom. A couple of the buttons are used to call 10 digit phone numbers. Regular calls from the analog phones are made by dialing 9 and the number. Recently, for some strange reason, the room phones are not able to dial out. The IP phones can use 9 and then dial a number but this does not work on the room phones. After 9 is pressed, the user hears a fast busy signal. I installed a backup of the customer's database on my in house test system and I have the same problem. Incidentally, the customer is using analog POTS lines for their phone service. I have been through the programming multiple times, and I cannot figure this out. Hopefully someone can offer some useful assistance. Thank you.
 
Have you checked the permission sets of the phone?

If the room is stuck in a checked out state you could get this.
 
I can look but it is all of the room phones regardless of their state.

better you check your ars and class of restriction

I programmed all the rooms so that none are checked out. I also set the permission to Front Desk/Back Desk just like the IP phones. I go to an analog phone dial 9 for an outside line, then as soon as I press any other digit I hear a fast busy. I can go to an IP phone, dial 9 and the number and the call goes through. There is something about the analog phones that won't dial out.
 
if your permission sets are correct for when the room is occupied or vacant, then do a Telephony trace (Telnet 1818) to see what is happening when the call fails.
 
It turns out that the database had corrupt data. I was able to install an old backup and the issue resolved.
