Anyone have any ideas on a set forwarded to a cell number but calls if not answered at cell phone will revert back to mitel voice mail instead of going to cell voice mail.

Two things.
#1 - no answer recall timer in the COS of the voice mail port.

#2 - Next would be the call fwd no answer timer (not sure if COS of forwarded phone or trunks)

Or you could look into Mobile Extension. We've had it setup for a while and it works pretty well.
