Mitel 3300 Hunt Group to External number

I'm trying to add system speed calls that ring outside numbers to a circular hunt group. The hunt group DN is 5510, when I dial it the hunt group the phones display 5510 Busy. Is it possible tohunt to external numbers like this?

Not to PSTN.
only T1/E1 DPNSS, XNET, or IP trunks

We've set up customers in the past with a DN, phone type, and set service level to IP device only. It won't consume an IP user license. Then call reroute always to a cell phone number. It works when dialing the DN directly and not dependent on whether the device is in service. I'm not sure if this will work within a HG but it's worth a shot.

You tried rerouting the hunt group on busy to the speed dials?
