How do you program the system so an extension that doesn't have a voice mail box continues to ring? I thought you changed the call routing first alternative, but that doesn't seem to do it, some extensions that have that set to 1 continue to ring, some go to voice mail anyway, and the caller gets the cryptic message "I did not get your response in time".
 
maybe try creating a new class of service and change the "call forward no answer timer" to the max setting. I think it can be as long as 125 seconds.
 
Is this by calling the extension directly or be transferred by voicemail?

You also need to make sure there are no call forwarding profiles on the extension.

To elaborate Sarond's comment, if the transfer is from VM, the transfer will recall when the Transfer No answer timer expires and if a mailbox exists, it will answer for the destination.

- if call re-routing 1st alternative 1 is not set then the call will continue to ring
- Check your call forwarding profiles for the extensions as call forwarding will override call re-routing (example call forwarding NA-Ext)
- Then there is the system no answer timer which controls how long a call will ring before it is disconnected.
 
Thinking out loud:
"I did not get your response in time" is a prompt from NuPoint Menu node, are the calls being transferred off from NuPoint by any chance?
If so, check your ports settings and ports CoS as they might be holding on to the call.
Also, again if NuPoint, is it Supervised transfer or blind?
