Does anybody know if there is a way that you can export
messages that are left in a voicemail box.

For 3300 there are multiple options
1. Forward them to another voicemail box.
2. If you have advanced features enabled, forward to email
3. If you have admin access, connect to FTP server of the ICP.
cd /vmail

go to desired voicemail box and just download VOX files. In fact it's not VOX format how we know it. It is G711Ulaw row files. You can conwert them to wav with any of sound files convertors of your choice.

Import is harder because you need to populate a database of the voicemail application which is not trivial.

I take you would use something like winscp to export the files

No, just any ftp client. (IE will not work)
I use FAR. I connect to ICP with "system" user account. then do "cd /vmail". Then go to /vmail/d/grp/<ext> and just download files. I was wrong about VOX extensions. It is some semi-random HEX numbers, but it doesn't matter since it's still raw G.711U
For file conversion I use WavePad free version from NCH Swift Sound.
