Mitel 1000

I went to see a guy who thinks he needs a system- it turns out he has a Mitel 1000 with sets that are labelled for 4 lines but he was told he can only have 2 lines. He has 4 sets and there is a mitel 1000 box at the electrical panel...

Can this box not handle 4 lines ??? is it digital ???
