missing last tape in ntbackup set

I am using ntbackup to backup/restore data to/from an exabyte vxa-1 tape drive. I am missing the last tape in a set of backups and cannot restore. I heard it can not be done because the catalog is stored on the last tape, true? How do I restore the data on the first tape without the last? If not, is there software that will re-"inventory" and create a new catalog?

If you are using windows nt4 use the ntbackup /missing tape command.
