MISP / MSDL DCH issue?

running an opt81c 4.5 have an ULIC card that stats L1 up but L2 RLS, suspecting a DCH issue...any thoughts?

If it's BRI you are talking about give your MISP a reset on the Loop it resides in, it'll carry out a 'Self Test' on re-enabling that Loop
