NAV (Systemworks 2001) recently indicated it had blocked a Trojan Horse. When I tried to kill the prompt that identified that problem I found I was locked up and required a re-boot. Upon re-boot an mIRC "Options" screen and a mIRC page appeared. I "x" out of those. NAV then identified and quaranteened a file.

Now at each boot-up mIRC "Options" and mIRC tries to run. I have examined the "Start Up" programs and can not find what is starting the mIRC programs. Nor do they appear as "Software" How do I get rid of mIRC?

It's probably the IRC.Trojan or backdoor.IRD.Zcrew. Check symantec's site. They normally leave an entry in the registry.
