Minor annoyance about opening folders 1

I have a couple folders on my desktop, one of which has about 6 items in it. I have the folder options set to "Remember each folder's view settings". I don't think this is waht I want, but it's set.

I size the folder display to be just large enough to display the entries, and the size sticks for a short time, but eventually opens filling about 3/4+ of the screen. Is there any way to force a desktop folder to remember the size it was previously set as Win98 did?
