First of, I'm new to servers, domains etc. so please bear with me.

Our department has it's own domain on the company network. This domain contains (amongst other "things") a standalone web/ftp server running NT 4.0. This server is in fact an "old" PC which we want to replace with a proper server (Dell PowerEdge 2600) running Windows server 2003. Since the old server has numerous users and groups, it would be preferable to use some sort of tool which would transfer/migrate the users and groups to the new server.

Which tool (if any) could perform this task? Is Active Directory Migration Tool capable of this, or does it only apply to domain migration?

ADMT can migrate users, groups, trusts, etc. Pretty much any object in a source domain to a target domain

If you install the Windows Support Files ( \support\tools\suptools.msi from your server install-CD) you will get an extra DOS-based tool called Clonepr(= ClonePrincipal)
This tool will help migrating principal / groups from NT4.0 to 2000/2003 etc., by creating clones in the new environment.
Syntax would be something like cscript clonepr.vbs /srcdc:eek:lddomain.com > /srcdom:newdomain
Be careful, don't take unnecessary risks, so read the helpdocs before taking action.

Hope this is what your looking for...
