Migrate Nortel Meridian to IPO

I have a customer with a Noltel Meridian system and he wants to migrate to IPO server edition.
One of his requested features was that he wants all the users when they are on a call and a second call arrives
to give busy tone but he wants for the managers only to be able to call the users when they are on a call.
I did program in my demo a user with 2 appearance key and tick the reserve last ca but I can't find a way to
program the managers to make the call and don't receive busy tone.

The manager will need to perform a diferent operation to call a busy user but this is probably a good thing as it enables the manager to think , is this call important enough to interupt the worker or can I wait untill they have finnished?

That's what I'm thinking IPGuru but it's difficult to explain to them that the new system can't do it like
a 20 years old system.
