MICS not picking up 2nd PRI

I have an MICS 6.1 with 2 PRI. Just added 2nd last week.
Both are in PRI A
When the all chanels of PRI 2 are full the 24th person gets "no free lines"

???
I am at my wits end

Just to see if it will go to the 2nd PRI take the first PRI out of the pool for the route.

Also don't forget to change your Min & Max. from 0 to 23 too 0 to 46. I think that is set under Dialing Plan.
