this place has a PRI and for the past 2 months or so once in a while, they cannot make outgoing calls "all lines busy" message on the phone display.

EVT 799 (call processing error) and EVT 367 are recorded ...
if we login to feature ** and logoff it starts working fine, (logged in to check if the routing code is correct and it was correct)
if we dont login, it does not recover from the problem?
any suggestions or ideas ...
